Connecticut Light & Power:

The utility seeks renewable energy and energy efficiency within wholesale supply bids for standard service & last resort service.

CL&P must obtain renewable energy and efficiency to comply with the state renewable portfolio standard, which requires that the utility purchase 8% of the power sold this year from renewables and secure 2% in energy efficiency savings. The requirement gradually increases over time, capping off at 23% renewables and 4% energy efficiency in 2020. The utility can meet the requirement by securing renewable energy certificates (RECs) and energy efficiency certificates, also known as white tags.

The utility seeks various supply contracts from July 1, 2008 through December 31, 2011 and July 1, 2008 through March 31, 2009.

Bids are due over a series of dates, depending on which contract the supplier seeks. The first bids are due April 23 and final bids on October 28.

U.S. Department of Energy:

The Department of Energy (DOE), National Energy Technology Laboratory (NETL), on behalf of the Office of Energy Efficiency and Renewable Energy’s (EERE) Office of Vehicle Technologies (OVT) Program, is seeking applications for cost-shared development and demonstration of plug-in hybrid electric vehicles (PHEVs). The vehicle shall be capable of charging by using the standard 110 volt outlet found in every home and building across the United States.

The request opened in December 2007, applications are due by April 30th, 2008.

Also, the DOE released a Financial Opportunity Announcement (FOA), which seeks to develop transformational industrial processes and equipment to reduce the energy intensity and carbon footprint of the U.S. manufacturing industry. The emphasis is on new processes and technologies that can be commercialized within the next five to seven years. Therefore, preference will be given to technologies that are in stage 3 or 4 of the Stage-Gate process.

In addition, the DOE announced a Program Announcement (PA), Energy Intensive Processes 2008 Lab Call, which aims to solicit, select and fund cost-shared R&D projects at DOE National Laboratories (FFRDCs) to develop innovative technologies that, when deployed commercially, would reduce the energy requirements for energy-intensive processes across many industrial sectors. This is in direct support of the EPAct Section 106 goal of voluntary reduction of energy intensity of U.S. manufacturing industries by 25% over next ten years and the concomitant reduction of carbon foot print of the US industries.

The letter of intent is due March 3rd, 2008, application date is April 1st, 2008.

Puget Sound Energy (PSE):

The utility has a significant need for electric resources, including energy efficiency, energy, and capacity resources. These resources need to grow substantially over time. To help ensure that PSE acquires the lowest reasonable cost resources for their customers, the Company filed a Request for Proposals from All Generation Sources and for Electric and Gas Demand-Side Resources with the Washington Utilities and Transportation Commission ("WUTC"). In 2008, PSE's most energy deficit month is expected to be January, with a shortfall of 412 average megawatts. This shortfall is expected to grow to more than 1,300 average megawatts by winter 2014/15.

Blog: Is Today’s Interest in Efficiency a Blip?

Political leaders push energy efficiency when electricity rates spike, then drop it like a hot potato when prices fall. So how long will the current interest last?

Three reports out this week indicate power prices will not ease any time soon. Indeed, forces are in place to only push costs higher.

One force is the renewable portfolio standard, according to Standard & Poor’s Ratings Services in “The Race for the Green: How Renewable Portfolio Standards Could Affect U.S. Utility Credit Quality.”  Half of the states, representing 40% of electric load, now require that a percentage of power come from green energy. S&P warns that the requirement is moving “squarely away from least-cost procurement and toward acquiring often above-market renewable generation in unprecedented quantities.”  The standards are in their infancy, so the price impact is still to come in most states, says S&P.

Blog: Negawatts beat megawatts in New England

Energy efficiency advocates have argued for years that a negawatt is cheaper than a megawatt. That is, it is less costly to install energy efficiency equipment and reduce consumption than to build new power plants.

In New England, the premise was recently tested, and the results should hearten anyone in the efficiency business.

ISO New England invited demand-side resources, like energy efficiency or demand response projects, to compete on equal terms against power generation projects to fill the region’s need for electric capacity in 2010/2011. The test took place during the wholesale market manager’s first forward capacity auction. After three days of bidding, demand-resources stood up handily to generation. In fact, ISO-NE announced at the close of bidding in mid-February that it had selected new efficiency-related measures that will create 1,188 MW of energy savings, but only 626 MW of proposed power generation.
